The Coverup by the Clint Mitchell and Megan Jackson led School Division

We have more insight on the coverup by the Clint Mitchell led school division and the 5 school board members that resisted any 3rd party investigation into the handling of the Miguel Velasquez Velasco child XXX abuse scandal. Below are screenshots of Commonwealth’s Attorney Ryan Mehaffey comments on his Facebook page explaining more about the situation.

  • Mehaffey points out that Miguel Velazquez Velasco, the man found guilty of 13 counts of child XXX abuse, was a documented immigrant in the country for less than a year
  • Mehaffey also provides more detail on the video footage of Velazquez Velasco. The father reported this on September 12 to the school administration. No action was taken until September 26 as reported in our previous article.

We reported extensively on the numerous attempts at school board meetings over the past year to fund a 3rd party investigation by Lisa Phelps and April Gillespie. Nicole Cole, Belen Rodas, Carol Medawar, Lorita Daniels, and Megan Jackson consistently resisted and voted against the 3rd party investigation. It also leads to these questions

  • How do you perform a background check on someone that has been in the country less than a year?
  • How did Human Resources Director Amy Williams allow this person to be hired?
  • How well did he speak english and how was he able to communicate with children?
  • Why didn’t Miguel Velasquez Velasco immediately get suspended from working with children on September 12 ?

We emailed Superintendent Clint Mitchell, Board Members Rodas, Cole, Medawar, Daniels, and Jackson for comment. We have not received any response.

Who was Held Accountable in Spotsy Schools?

Former Spotsylvania County Schools employee Miguel Angel Velazquez Velasco was convicted of 13 counts of child XXX abuse at the September 19th court hearing. Commonwealth’s Attorney Ryan Mehaffey made two interesting statements on his Facebook page.

  • “The offenses against the special needs children began on September 11, 2024 with the defendant touching a wheelchair-bound 8-year old child in a way that made her feel “uncomfortable.” The child contemporaneously reported the offensive touching to her father, who likewise reported it to the school.”
  • “The conduct ended with the heroic efforts of a school bus driver, who insisted on a thorough review of her school bus surveillance footage on September 26, 2024…”

The issue occurred on September 11. The bus driver pushed for video footage on September 26. Why is there a 15-day gap before something was done? Why didn’t the school administration immediately seek video footage on September 11? Why did it take a bus driver to push for reviewing video footage for action to occur?

Who in Spotsylvania County Schools was held accountable for the inaction? Is this the reason why Nicole Cole, Megan Jackson, Carol Medawar, Lorita Daniels and Belen Rodas consistently voted against allowing a 3rd party investigation to determine why there was a lack of action by the school administration?

Leadership starts at the top. This occurred under Superintendent Clint Mitchell’s watch. He is responsible for the day-to-day actions of his administrative staff. Mitchell has a lot of explaining to do. It is our opinion that Mitchell and Nasty Nicole Cole participated in the coverup of the inaction of the child XXX abuse. It really took a bus driver to push for the video footage before something was done? In our opinion, people needed to be fired and it starts with Mitchell.

Update on Miguel Velasquez Velasco Case

The 11 charges of child XXX abuse against Miguel Velasquez Velasco in Spotsylvania County J&DR Court have been dropped. The screenshot below shows “Nolle Prosequi” meaning that the prosecutor does not wish prosecute. Nonetheless, the 4 charges in circuit court are still active. Those have not been dropped.

The March 12 court hearing was supposedly a competency hearing to see if Velasquez Velasco was fit to stand trial. We understand that he was served paperwork today on the 4 charges filed in circuit court. If Miguel’s competency showed he was not fit to stand trial, will there even be a trial in circuit court and why on earth did Spotsylvania County Schools hire him ?

More Charges for Miguel Velazquez Velasco

There are four more charges for Miguel Velazquez Velasco, the Spotsylvania County Schools bus aide that was previously charged with 11 counts of child XXX abuse. Now the total is 15 charges. Below is a screenshot of one of the new charges in Spotsylvania County Circuit Court. Notice that they misspelled his name by leaving out the “s”. We are confident that this is the same person because all the other information matches the previous information.

This screenshot shows that the defendant status is set to “Fugitive”. It also shows that a “Capias order” occurred on 2/18/2025. That means a judge ordered a law enforcement officer to arrest the defendant. We thought he was sitting in a jail cell so why is he listed as a fugitive?

Next Court Hearing for Miguel Velasquez Velasco

The next court hearing for Miguel Velasquez Velasco, the Spotsylvania County Schools bus aide charged with 11 counts of child sexual assault, is on March 12, 2025. Velasquez Velasco was arrested in September 2024.

It seems like they are dragging this court case out. Five months would pass between the arrest and the next hearing, and they still need to schedule a trial. We suspect that at the March 12 hearing we will learn the results of his competency test.

Insight on Miguel Velasquez Velasco

Over the past few months, we received communications from credible sources providing insight on the Miguel Velasquez Velasco case; the Spotsylvania County Schools bus aide charged with 11 counts of child sexual assault. Below is a screenshot of an email we received. We redacted much of this email so that we do not reveal the source. This email confirmed as early as November 2024 that he does not speak English. That explains why he needed an interpreter in court today.

During public comment at the 1/13/2025 school board meeting, speaker Roy Searles read the excerpt from this email during public comment. We shared that video in an earlier article.

Velasquez Velasco was arrested in September 2024, and we are almost into February 2025. The 1/15/2025 court hearing was a competency hearing. Yet, the test results have not come back so another competency hearing needs to be scheduled. This raises some interesting questions.

  • Why is the legal process moving very slowly on these serious crimes?
  • Since he does not speak English, is he illegal?
  • If he is illegal, is this the reason why Spotsylvania County Schools has been very quiet on this?
  • Since he was hired by Spotsylvania County Schools and assumed to be competent at the time of his hiring, why is there now a question about his competency?

Update on 1/15 Hearing on Miguel Velasquez Velasco

Update on today’s court hearing of Miguel Velasquez Velasco, the Spotsylvania County Schools bus aide charged with 11 counts of child XXX assault.  The results of the competency test have not arrived so there will be another hearing setup in the future.  An interpreter is required in court.  Once the interpreter arrives, a new date for the hearing will be announced.

These events generate some thoughts. If he needs an interpreter, he clearly doesn’t speak English so is he in the country illegally? If his competency is in question, why did Spotsylvania County schools hire him? How was he able to complete training and sign off on training documents that were obtained by Delegate Phil Scott’s office?

More Insight on the Miguel Velasquez Velasco Case

The next hearing for Miguel Velasquez Velasco, the Spotsylvania County Schools bus aide charged with 11 counts of child sexual assault, will be on January 15, 2025. During public comment at the 1/13 school board meeting, speaker Roy Searles read an excerpt from emails sent to the Spotsy Wire from credible verified sources that wish to remain anonymous for fear of retaliation from school division leadership.

On a different note, we find it interesting that at 9:30pm at the 1/13 school board meeting that there is a presentation on the safety climate of the school division. We find this to be propaganda in light of all the child XXX abuse situations that have occurred in the school division.

Performative Politics by Amy Williams

Amy Williams, the director of Human Resources for Spotsylvania County Schools, provided a presentation on the hiring process at the 12/9 school board meeting. This was nothing more than performative politics. She did nothing but skirt around the central issue of hiring Miguel Velasquez Velasco, the bus aide who is charged with 11 counts of child XXX assault. We hope Ms. Williams responds to our email.

The Silence of Clint Mitchell in the Miguel Velasquez Velasco Case

The Spotsylvania County Schools Superintendent and School Board leadership have been silent on the child sexual assault charges in the Miguel Velasquez Velasco case. Here is a screenshot of the email we sent to Superintendent Mitchell asking a few questions.

We believe that the silence is nothing more than a cover-up led by Superintendent Mitchell, school board chair Lorita Daniels, and Vice Chair Nicole Cole. Mitchell started as Superintendent on August 1, 2024. Spotsylvania County Schools provided training to Miguel Velasquez-Velasco on August 5 and August 6. We have the training documentation showing these dates with Velasquez-Velasco’s signature. All of this occurred under the watch of Mitchell and the head of transportation.

The next hearing for the Miguel Velasquez Velasco case will be held on January 15, 2025. Miguel Velasquez Velasco is the Spotsylvania County Schools bus aide that was arrested in September 2024 and charged with 11 counts of child sexual assault. Our understanding is that this January 15th hearing concerns the defendants’ competency.

Charges Against Miguel Velasquez Velasco, Spotsylvania County Schools

There are 11 charges of child sexual abuse against Miguel Velasquez Velasco, the Spotsylvania County Schools bus aide, who was arrested last week. The hearing for these 11 charges will take place on November 13, 2024. Velasquez Velasco was charged under VA Code 18.2-67.1, 18.2-67.3, 18.2-370.1. We have included screenshots of the Virginia Code below.

Velasquez Velasco was arrested on 9/26, had his arraignment on 9/27, and the Sheriff’s department put out a press release on 9/28. The Sheriff’s department 9/28 press release online states that only 3 kids were assaulted. This brings up some interesting questions.

  • Are there more than just 3 kids assaulted? Are more charges coming?
  • Why did the Sheriff’s Department explicitly state his immigration status in the press release when they don’t provide that information in other press releases?
  • Velasquez Velasco is listed as “white” for his race. Does he look “white” to you?

Questions on the Spotsy Sheriff’s Press Release

The Spotsylvania County Sheriff’s Department issued a press released on 9/28 on the arrest of Miguel Velasquez Velasco on child sexual assault charges. The press release invites more questions. We have not heard anything pubicly from Spotsylvania County Schools.

  • Has Spotsylvania County Schools informed the parents of other students that rode this bus?
  • Since buses have cameras, were these incidents video recorded?
  • Which bus number did the assaults occur?
  • Who discovered the assaults taking place?
  • How long did it take for the school division to react after this was discovered?

This event occurred under the watch of Superintendent Clint Mitchell. There are many recent reports of teachers being arrested for assault or student attacking teachers. It seems to be growing. We are unaware of any actions taken by Mitchell to keep students and educators safe.

We are curious as to why the Sheriff’s department explicitly state the immigration status of Velasquez Velasco. Past press releases by the Sheriff’s Department do not list the immigration status of everyone they arrest. This has us wondering if there is more to the story. If he is legal, there must be employment paperwork and background check information on Velasquez Velasco. If he is not legal, the school division has a much bigger problem.

Spotsy Schools Makes National News

On Friday September 27, the Spotsy Wire announced that Miguel Angel Velasquez Velasco was arrested with a wide variety of crimes against children. At that time, we believed and later confirmed he had an association with Spotsylvania County Schools. The Spotsy Wire broke this news 1 day before all the other news outlets wrote articles on this topic.

Once again, Spotsylvania County Schools is in the news for more child abuse issues. There have been many calls by the community and some school board members for a third-party investigation into all the systemic child abuse issues occurring in Spotsylvania County Schools. Yet, the school board led by Lorita Daniels and Superintendent Clint Mitchell are on record in their public statements that they have very little interest in 3rd party investigations.
