Inspired by DOGE, the Spotsy Wire sent out emails to the leadership of Spotsylvania County Schools. Below are screenshots of some of those emails. Are these leaders of Spotsylvania County Schools worth their six figure salaries to the taxpayer? We hope they will provide the Spotsy Wire with 5 bullet points of what they accomplished last week. Hopefully the leadership understands that the number of new lawsuits that the taxpayer must fund is not an accomplishment.
The United States Department of Education launched an online form called the “End DEI portal”. This online form allows parents, students, and the local community to report discrimination on race or sex in their school division. Here is the link – https://enddei.ed.gov/
DEI is discrimination based on race. Proponents of DEI always mention the immutable characteristic of race or sex in their arguments which in itself is racist or sexist. When an entire school district commits to DEI, you now have actual proof of structural racism.
Every parent in Spotsylvania County should fill out this online form because the core values of Spotsylvania County Schools are diversity equity and inclusion. It says it right there on page 3 of the strategic plan. Screenshot is below.
Equity is the lie that if we simply redistribute resources based on race or sex, justice will be done. Equity, which is different from equality of opportunity, is the idea that no matter what bad decisions you make, any statistical disparity in say test scores must be the result of discrimination so we must restructure the entire education system so everyone gets the same outcome. Thats the problem with equity. It allows you to blame someone else for your own bad decisions and take no responsibility.
There are four more charges for Miguel Velazquez Velasco, the Spotsylvania County Schools bus aide that was previously charged with 11 counts of child XXX abuse. Now the total is 15 charges. Below is a screenshot of one of the new charges in Spotsylvania County Circuit Court. Notice that they misspelled his name by leaving out the “s”. We are confident that this is the same person because all the other information matches the previous information.
This screenshot shows that the defendant status is set to “Fugitive”. It also shows that a “Capias order” occurred on 2/18/2025. That means a judge ordered a law enforcement officer to arrest the defendant. We thought he was sitting in a jail cell so why is he listed as a fugitive?
At the February 10 Spotsylvania County School Board meeting, Superintendent Clint Mitchell talked with parents as the meeting occurred. Here is a video clip of one of these interactions. Mitchell appeared upset that a camera was filming him in his capacity as a public official inside a public school during a school board meeting all funded by taxpayer dollars. Mitchell has no problem with Pettway, leader of the local chapter of the racist NAACP organization, standing next to him in the hallway. Yet Mitchell has a problem with a camera.
In this video clip, Mitchell complains about not having a camera in his face. Yet, the video shows that the camera was either behind Mitchell or some distance away from his face. Either way, Mitchell displayed a rude and hostile demeanor including his hand gestures at the end of the video clip. It is clear that the woke Superintendent does not like transparency.

Here is the speech by Shamgar Connors from the 2/10/2025 Spotsylvania County School Board meeting. Shamgar blasts the Superintendent’s far-left social media posts and racist behavior online. He also talks about the Superintendent’s illegal immigration information on the school division website. Shamgar is always effective in getting his point across. Today, he dressed up as Hollywood Hulk Hogan from the NWO.
Here is a speech from the 2/10/2025 Spotsylvania County School Board meeting by Lt. Col. Edward Baccich. The speaker blasts the far-left members of the school board and the superintendent on their Marxist views that focus on indoctrination. He also talks about illegal immigration information on the school division website and abuse issues.
Today we celebrate Thomas Sowell for Black History Month. Sowell grew up in poverty and later became an economics professor. He is one of the crown jewels of economics that does not get enough media attention. Below is an article covering Sowell’s life and a YouTube video. The video features the following quote “With respect to education, Tom would say it doesn’t make any difference how much money you put into education but if there are not some basic factors that you must take into account that is, in order for a kid to get a good education somebody must make him go to bed on time. Somebody must make him do his homework. Somebody must make him mind the teacher. Somebody has to get him up in the morning. And if those things are not done, I don’t care how much money you put into education you’re not going to get very good results. And that is precisely what we see.”

The January 21 budget meeting revealed that Spotsylvania County Schools is dealing with a lot of legal costs. Spotsylvania County Schools admits on their presentation slide that there is “numerous case loads and FOIA requests as well the high cost of external counsel” to justify the need for another $1,400,000.
To make things sound softer, Superintendent Clint Mitchell’s budget presentation marketed this slide under the name “Compliance adjustments / Organizational improvements”. His presentation also stated that they reduced this area of the budget by 25% to make it sound better.
Despite the cheap marketing, the reality is that the Spotsylvania County School division has a lot of legal costs stemming from gross mismanagement from the Superintendent and administration. There have been many child abuse scandals and unjustified wrongful terminations of teachers over the past year. We suspect there are many lawsuits. Superintendent Mitchell wants you the taxpayer to pay for this!
According to the GovSalaries website, here are the salaries from the last school year (FY2023) for those in leadership positions within Spotsylvania County Schools.
We assume that their salaries are higher for this current school year. GovSalaries says the salaries listed on their website do not include the cost of benefits which we estimate to cost the taxpayer another $10K to $20K per employee. Collectively, these 9 individuals cost the taxpayer over $1,200,000. We have not even looked at the salaries of the others in leadership positions. Are these bureaucrats really worth this huge cost to the taxpayer? Why does anyone on the Board of Supervisors want to raise taxes since it only helps to increase the salaries of the bureaucrats?
The website called GovSalaries shows the salaries without benefits for employees of Spotsylvania County Schools from the last school year, 2023. Employee pay scales are publicly available on the Spotsylvania County Schools website.
Below are screenshots of last school year’s salaries for Human Resource Director Amy Williams, Executive Director of Operations Kenneth Forrest, and Director of Transportation Sean Clore. According to GovSalaries, William’s salary was $159,487, Forrest’s salary was $153,745, and Clore’s salary was $127,885. Forrest is Clore’s boss in the organization chart.
Below are screenshots of the pay scale for the “Director” position and “Executive Director” position in Spotsylvania County Schools for this current school year. We believe Williams, Forrest, and Clore make more during this current school year compared to last school year. These three individuals combined make $441,000 per year not including benefits.
The School Board is lobbying for more money from the Board of Supervisors which may raise taxes. This does bring up an interesting question for the taxpayer. Spotsylvania County Schools Superintendent Clint Mitchell posted a letter on immigration enforcement on January 24, 2025. Mitchell states that “If the United States Immigration and Customs Enforcement (ICE) or any other non-local law enforcement agency requests access to a school, they must present appropriate legal justification and await approval from SCPS to protect the rights of our students and staff.”
Tom Homan recently stated that any local or state official obstructing immigration enforcement will be arrested. Since federal law supersedes state or local law, is Mitchell planning on obstructing federal agents? Is Mitchell planning on physically removing ICE agents from Spotsylvania County Schools? Why does Mitchell think that a federal agency needs his permission before entering a school? If Mitchell follows through with this, get ready for the popcorn.
Superintendent Clint Mitchell plans on making Spotsylvania County Schools a sanctuary school division with this letter he wrote. Mitchell is a disgrace putting illegal aliens ahead of the safety of citizens of Spotsylvania County. Look at the difference between the immediacy of this letter on immigration versus the no-reaction by Mitchell on the Miguel Velasquez Velasco, the Spotsylvania County Schools bus aide charged with 11 counts of child sexual assault.
Spotsylvania County Schools Superintendent Clint Mitchell posted a tweet on January 6, 2021 that associates a Trump supporter and Trump as “White Supremacy and Privilege”. Mitchell made his statement without any supporting evidence. His statement is a broad overgeneralization that paints all Trump supporters and Trump the same way.
The irony seems lost on Mitchell. When one makes a broad overgeneralization on race, as Mitchell did in his statement, one would call that person a racist. This is yet another piece of evidence that shows that Mitchell has racist views.
Dr Mitchell, if a parent were to complain about their child being XXX abused in the school division and they are light skinned, is it privilege? Inquiring minds want to know.

On 1/14/2025, the father wrote an email to the Spotsylvania County School Board. Below is a screenshot of that email. In the email, the dad states that “It speaks to the level of leadership of Clint Mitchell that he thought it wasn’t prudent to bring an accusation like my daughter’s case to you.”.
The next court hearing for Miguel Velasquez Velasco, the Spotsylvania County Schools bus aide charged with 11 counts of child sexual assault, is on March 12, 2025. Velasquez Velasco was arrested in September 2024.
It seems like they are dragging this court case out. Five months would pass between the arrest and the next hearing, and they still need to schedule a trial. We suspect that at the March 12 hearing we will learn the results of his competency test.
Over the past few months, we received communications from credible sources providing insight on the Miguel Velasquez Velasco case; the Spotsylvania County Schools bus aide charged with 11 counts of child sexual assault. Below is a screenshot of an email we received. We redacted much of this email so that we do not reveal the source. This email confirmed as early as November 2024 that he does not speak English. That explains why he needed an interpreter in court today.

Velasquez Velasco was arrested in September 2024, and we are almost into February 2025. The 1/15/2025 court hearing was a competency hearing. Yet, the test results have not come back so another competency hearing needs to be scheduled. This raises some interesting questions.
Update on today’s court hearing of Miguel Velasquez Velasco, the Spotsylvania County Schools bus aide charged with 11 counts of child XXX assault. The results of the competency test have not arrived so there will be another hearing setup in the future. An interpreter is required in court. Once the interpreter arrives, a new date for the hearing will be announced.
These events generate some thoughts. If he needs an interpreter, he clearly doesn’t speak English so is he in the country illegally? If his competency is in question, why did Spotsylvania County schools hire him? How was he able to complete training and sign off on training documents that were obtained by Delegate Phil Scott’s office?
At public comment during the January 13th Spotsylvania County School board meeting, a parent spoke about a teacher that sexually harassed his daughter. He provides the name of the teacher. This led to a motion later in the meeting for Superintendent Mitchell to provide a report to the board. Are there more coverups underway in Spotsylvania County Schools ?
The next hearing for Miguel Velasquez Velasco, the Spotsylvania County Schools bus aide charged with 11 counts of child sexual assault, will be on January 15, 2025. During public comment at the 1/13 school board meeting, speaker Roy Searles read an excerpt from emails sent to the Spotsy Wire from credible verified sources that wish to remain anonymous for fear of retaliation from school division leadership.
On a different note, we find it interesting that at 9:30pm at the 1/13 school board meeting that there is a presentation on the safety climate of the school division. We find this to be propaganda in light of all the child XXX abuse situations that have occurred in the school division.
Spotsylvania County Schools Superintendent Clint Mitchell wasted no time in creating another potential lawsuit against the school division. Clint Mitchell’s email from 7:19pm on 1/12/2025 shows that he wants to issue a no trespass order against citizen Roy Searles for the great crime of free speech. Mitchell apparently doesn’t think the school division has enough lawsuits so let’s add another one while giving raises to school board members at the 1/13 school board meeting. Apparently, Roy trespassed on Mitchell’s feelings.
